“John Tilley has pleaded innocent to the charges and has cooperated with the investigation. He respects the court process and has no further comment at this time,” Schroering said.

One job he accomplished while overseeing state law enforcement agencies and departments was implementing a new rape kit law on handling evidence in sexual assault investigations.
“In Kentucky, we believe in justice. Regardless of where in the state you live, work, or play, you should expect to be safe from sexual assault,” Tilley said in 2019.
Prior to his time in the Justice and Public Safety Cabinet, Tilley served five terms as a Democrat in the Kentucky House of Representatives. He represented Hopkinsville in southwest Kentucky.
During his time in the House of Representatives, he also served on the House Judiciary Committee.
Two months after his arrest and indictment on first-degree rape charges, former Cabinet Secretary John Tilley was indicted by a grand jury on the same charges.
