A 44-year-old man is due to appear in court on Thursday after more than 60 animals were confiscated at Belfast harbor on Tuesday.
Police officers managed to rescue 57 puppies, three adult dogs and a cat.
The man was arrested at the Belfast Port property and charged with five counts of fraud by providing false information, acquiring criminal property and possessing items used in fraud.
As usual, the charges will be examined by the prosecutor.
Puppies recovered included golden retrievers, cockapoos, dachshunds and cocker spaniels.
