Ukrainian forces appear to have “won” the battle of Kharkiv after driving out Russian troops from across the city, a US defense think tank said on Friday.

According to a report by the Institute for the Study of War, Russian forces had not attempted to hold their ground against Ukraine’s counterattack around Kharkiv in the past few days.

Ukraine’s second largest city has been under enemy fire since the Russian invasion began in late February.

The think tank said the Kremlin appeared to be withdrawing its troops and trying to replace its military with proxies rather than trying to hold its positions near Kharkiv.

“Ukraine seems to have won the battle of Kharkiv,” the institute wrote. “Ukrainian forces prevented Russian troops from encircling, let alone capturing, Kharkiv, and then drove them out of the entire city, as they did Russian forces attempting to capture Kyiv.”

Ukrainian Defense Minister Oleksii Reznikov said in a Facebook post Friday night that the country was “entering a new, long phase of the war” and that he expected “extremely tough weeks.”

Russia is still attacking villages north of Kharkiv. North of the city, there was debris in the town of Dergachi after local officials said it was a nighttime Russian missile attack on the House of Culture, which is used to distribute aid.

“I can only call it an act of terrorism,” Dergachi Mayor Vyacheslav Zadorenko told Reuters. “They wanted to hit the base where we are storing supplies and cause a humanitarian catastrophe.”
