President Joe Biden appeared dazed and confused as he left the podium after speaking at the Global Fund’s Seventh Replenishment Conference in New York City on Wednesday.
As the crowd applauded his speech, Biden shuffled off the podium like a zombie. He stopped, sought direction from one of his attendants, seemed to attract the attention of a staff member, and pointed down. He paused again and then quickly looked back at the stage, where a speaker thanked him for his speech.
RNC Research posted a clip of the incident on Twitter with a reminder of what CBS News’ Biden Scott Pelley said during a “60 Minutes” interview that aired Sunday night.

“Some people ask if you are suitable for the job. And hearing that, I wonder what you’re thinking,” Pelley said.
“Look at me,” replied the 79-year-old Biden. “And honestly to God, that’s all I think about it. Watch me. If you think I don’t have the energy level or the mental acuity, then – then, you know, that’s one thing. It’s another thing, you just watch and – and, you know, stick to my schedule. Do what I do.”
Pelley then asked, “How would you say your mental focus is?”
“Oh, it’s focused,” said the President. “I’d say it’s – I think it’s – I – I haven’t – look, I’m struggling to even mention, even say to myself, my own head, the number of years. I don’t think I’m as old as I am any more than I fly.”
The full video of the Global Fund event provided additional context for Biden’s actions. After the President finished his address, he remained on the stage while listening to the speaker. After a minute and 45 seconds of remarks, the speaker invited several attendees, including Biden, onto the stage for a photo.
Whether or not he should remain onstage for the photo op, his demeanor can be described as grossly awkward at best. And while we obviously don’t know what the President experienced at the time, the optics were pretty bad.
We’ve seen Biden stumble over words, lose his train of thought mid-sentence, and speak gibberish. But has he ever seemed so lost?
Didn’t his superiors, who usually micromanage his every step, anticipate that when his speech ended, he might not know what to do?
During a June meeting at the White House, a camera happened to capture a small note card in Biden’s hand. An enlargement of the photo revealed that the card contained a series of instructions for him to follow.
Next time someone tries to tell you that Joe Biden isn’t a geriatric nursing home patient trapped in the White House, show them that.
He needs a note card with step-by-step instructions telling him what to do, including “YOU sit down”.

Two weeks ago, President and First Lady Jill Biden traveled to the British Embassy in Washington to sign the book of condolence for the late Queen Elizabeth II. Instead of composing his own righteous message like every adult, he pulled out a typed note card, which must have been prepared by a helper, and copied the contents into the book.
With two months to go before his 80th birthday, Biden continues to show signs of cognitive decline and has become a national security concern.
A man who cannot move from a stage is unable to rule the country.
Which just begs the question: if Biden isn’t in charge, then who is?
