White House to Consider Bill Gates-Style Sun-Dimming Plan

The White House Office of Science and Technology Policy has announced a five-year research plan to study possible ways to implement “solar geoengineering” — reflecting some of the sunlight to cool the Earth.

The White House research plan would explore different ways to limit the Earth’s solar radiation, as well as the impact this could have on the environment and human health.

“The focus of this plan will be on research related to climate interventions,” OTSP said.

The research plan was passed by Congress in its 2022 spending plan and signed into law by President Joe Biden in March, CNBC reported.

While there are many theories for implementing solar geoengineering, the three main ideas are stratospheric aerosol injection, sea cloud brightening, and cirrus cloud thinning.

Stratospheric aerosol injection means spraying reflective particles into the stratosphere (the second layer of the atmosphere), thereby creating a global darkening that would cool the planet.

The brightening of marine clouds is similar. However, instead of releasing the reflective particles into the stratosphere, they would be closer to the sea surface.

Edward Parson, a UCLA professor of environmental law, told CNBC that this technique would be implemented on a much smaller scale and wouldn’t take nearly as long as it did in the stratosphere.

The thinning of the cirrus clouds would “involve the thinning of mid-level clouds between 3.7 and 8.1 miles altitude to allow heat to escape from the Earth’s surface,” according to CNBC.

Do the sun’s rays have to be dimmed?

The three approaches are both supported and criticized by experts. Some say solar geoengineering could slow global warming, while others say it could do more harm than good.

A notable proponent of the idea is Microsoft co-founder Bill Gates, who has funded research aimed at experimenting with the idea in the past.

Gates funded Harvard’s Solar Geoengineering Research Program, which began in 2017.

A research project in partnership with the Swedish Space Corp. would have mimicked a volcanic eruption by spraying millions of tons of particles around the globe to cool the planet.

However, the project was criticized by many who worried about the possible impact it could cause. These included the Sami aborigines whose land was close to the launch site in Sweden.

In June 2021, over 30 tribal peoples groups from around the world called on Harvard to end the experiment.

In a letter drafted by the Saami Council, they said the idea of ”solar geoengineering” went against their “understanding and experience of how to respect and live in harmony with nature”.

“The essence of solar geoengineering technology is unknown risks that we as a global community cannot take for the benefit of our future generations. What we need is real and notable action addressing the root cause of the climate crisis, not solar geoengineering,” the letter reads.

Swedish climate activist Greta Thunberg joined the groups to speak out against solar geoengineering.

“There’s a perfect metaphor for solar geoengineering: if you’re stuck in a hole, stop digging. We cannot emerge from this crisis with the same mindset that brought us to it,” Thunberg said of the idea in a video titled #SayNo2SolarGeo.

Last year, the Gates-backed project eventually had to postpone the study.
